Highlights Shared Commitment to Agenda of Fiscal Responsibility, Innovative Technology and Economic Empowerment

BOSTON — Today Treasurer Deborah B. Goldberg named the following people to her leadership team, including five deputy treasurers, highlighting her efforts to streamline the delivery of government services to citizens and communities across the Commonwealth.

“As we begin to implement our agenda of fiscal responsibility, innovative technology initiatives and advancing economic empowerment, these are the leaders and team who will help turn our vision into reality,” said Treasurer Goldberg. “I am confident that their in-depth experience and vibrant, creative thinking will serve the people of Massachusetts well.”

Nicola Favorito, Deputy Treasurer: Nick Favorito has served as Executive Director of the Massachusetts State Employees’ Retirement System since February 2003 and also oversees the Treasury's Defined Contribution Plans Unit. Favorito is the Treasurer’s designee to the Massachusetts Teachers’ Retirement Board and serves as the Commonwealth’s Social Security Administrator. He is a graduate of Harvard University and Suffolk University Law School. Favorito resides in the West Roxbury section of Boston with his family.

Kim S. Gainsboro, Deputy Treasurer: Kim Gainsboro will continue to serve as Deputy Treasurer and Chairwoman of the Alcoholic Beverages Control Commission (ABCC). Gainsboro was admitted to the Massachusetts Bar in 1994. She graduated cum laude from the University of Massachusetts at Amherst in 1991 and received her Juris Doctorate cum laude from Suffolk University Law School in 1994. Gainsboro was an Assistant District Attorney in Norfolk Superior Court for five years and then an Assistant District Attorney in Suffolk Superior Court for one year. She has been with the Office of the State Treasurer and Receiver General for 11 years and previously served as Deputy General Counsel and Assistant Treasurer of Human Resources. Gainsboro currently serves as a Deputy Treasurer and Chairman of the Alcoholic Beverages Control Commission. She resides in Brookline with her husband and three children.

James MacDonald, First Deputy Treasurer: A 40-year career employee in the Office of State Treasurer, Jim MacDonald was promoted to the statutory role of First Deputy Treasurer in 2010 and has overseen a range of initiatives across multiple agencies and departments, including the daily clearing of the Commonwealth’s bank accounts, short-term investing in the Massachusetts Municipal Depository Trust, the Small Business Banking Partnership and reconciliation of bank accounts and fund activity. He has also worked closely with the Assistant Treasurer for Debt Management and the Executive Director of the Massachusetts Clean Water Trust. MacDonald, who lives in Dedham, Massachusetts, attended Boston State College and is married to Paula, a registered nurse at Steward’s St. Elizabeth’s Medical Center in Brighton. They have two sons, James and Stephen. He is active in his church as well as many athletic programs for children and young adults with special needs. Currently, he also serves as Chairman of the Dedham Board of Selectmen.

Maureen Godsey Valente, Deputy Treasurer: Maureen Godsey Valente will serve as Deputy Treasurer and oversee the Massachusetts School Building Authority (MSBA), Clean Water Trust (CWT) and Debt Management. Valente has served as the Town Manager of Sudbury, Massachusetts for 15 years and has also worked as a finance officer in the towns of Lexington and Concord. Previously, Valente served as the Director of the Master of Public Administration program at Clark University in Worcester, where she taught public finance and budgeting. Valente, who has participated in several international consulting and training projects in Slovakia and Montenegro, began her career working for the International City/County Management Association, where she co-authored the popular Evaluating Local Government Financial Condition handbook. She holds an undergraduate degree in Economics from the University of California at Berkeley and a Master of Public Administration degree from George Washington University. Her husband, Carl Valente, is the Town Manager of Lexington, Massachusetts and they have two daughters.

Last week Goldberg also named Alayna Van Tassel, who most recently served as Chief of Staff to House Committee on Post Audit and Oversight Committee Chairman David Linsky, to serve as Deputy Treasurer and Executive Director of the Office of Economic Empowerment.

Favorito, Gainsboro and Van Tassel will be sworn in on Wednesday and MacDonald will be sworn in later this week. Valente will begin her new role in March.

In addition to the above announcements, today Goldberg announced that the following department heads will continue to serve in their existing roles – Mark Bracken, Assistant Treasurer and Director of the Division of Unclaimed Property; Beth Bresnahan, Executive Director of the Massachusetts State Lottery; David Lynch, Director of the Department of Deferred Compensation; Sue Perez, Executive Director of the Clean Water Trust and Joseph Pisaturo, Supervisor of the Veterans’ Bonus Division. The Treasurer also named Greg Polin, an attorney who previously worked in the Massachusetts Securities Division for Secretary of State William Galvin, as Deputy General Counsel.

A businesswoman, local official and community leader, Goldberg was elected state treasurer in 2014 on a platform to protect taxpayer dollars, bring new levels of transparency to state government and advance policies that break down barriers and create economic empowerment. She is the President of Adoptions with Love, a non-profit adoption agency, serves on the Advisory Board of the Greater Boston Food Bank and has been the Senate President’s appointee to the Commonwealth Covenant Fund in the Treasurer’s Office since its inception.

A graduate of Boston University, Boston College Law School and Harvard Business School, Goldberg grew up in Brookline where she still lives with her husband Michael Winter and their son, Evan and daughter, Meredith.
